And I must put it to you that having read the

1984 document, I see nothing whatever to back up your

contention that there was any clear promise, or any

commitment to what you and I would call a one person, one

vole democracy. What there was a commitment to and it is the

only reference at all in the 1984 Declaration and the Annex

is the following words: "The legislature of the Hong Kong

Special Administrative Region shall be constituted by

elections". And you and I know perfectly well that in the

Hong Kong context 'elections', plural means indirect and

direct elections. Therefore, I do not think that you have

any right to accuse the British Government of deliberately

misleading the people. what you have every right to do is to

argue that their judgement was wrong and that they should

have gone for from the start direct elections, both for the

Chief Executive and for the Legislative Council, but I must

put it to you, and I put it to you very strongly, because you

appeared here on oath, and therefore your oath, on oath, you

are accusing the Governicent of Great Britain of deliberately

misleading the people of Hong Kong. I say to you you are

wrong, I say you've produced no evidence for this, and I say

that your judgement about their motives ang their intentions
