The answer is simple. It will be constituted by

a preparatory committee, half of the members of which are

appointed by China from Hong Kong and the other half

by China, that will somehow - and we don't know how

all in my mind that the reason why China wants this is to be

able to influence, if not control, the selection of the First

Chief Executive.
