1. My Cliff Reece, Chairman of the Hongkong 3000 Foundation came to see me today. I attach his business card and a leaflet explaining the purpose of the Foundation.

The main purpose of his visit was to seek views on of the Foundation's aims "giving Hong Kong permanent international status through the establishment in Hong Kong of major international institutions, including a regiona! headquarters or branch of the United Nations." The purpose of this would be to build confidence for the future.

I said that this idea was quite new to me and that 1 did not know how che British Government would view it. expressed the personal opinion that even if the United Nations wished to establish an office in Hong Kong, I could not envisage them doing so without the concurrence of the Chinese Government.. I was not aware of any regional oflav of the United Nations in non-independent states. (Mr Reece will be visiting the Secretariat as well and will be able to obtain more information about this).

4. I also pointed out that for many years (Ļ believe 1966) Hong Kong has not been treated-by, the AN an self-governing territory. The UN has deliberately stored away from involvement in Hong Kong affairs.5. Mr Reece is seeing Bob Rosenstock today as well. He will be travelling to London on 4 September and expects to have a meeting with Mr Maude and, no doubt, Hong Kong Depa: tr to pass on this minule and its enclosur
