Grateful if you would approach the Embassies concerned and
start to construct a programme of bilaterals. I shall of course
have to call on some of them; but, in order to save time as many
as possible should be invited to meet me at the Embassy.

Call on President Bush: the Embassy in Washington have
already put in a request to the White House for a short courtesy
call. You should inform the US Embassy of this, and stay in
touch with them, but we expect the reply to be delivered in
Washington. Given the pressures on the President's time,
arrangements may have to be improvised at the last moment.
Meanwhile you should not delay fixing other appointments in the
absence of an American response.
6. Please keep us informed of your progress so that we can bring
reserves if the first choices prove to be unavailable.
