EMPEROR HIROHITO'S FUNERAL: SECRETARY OF STATE'S BILATERALS
I attach a copy of the present outline programme for the Secretary of State's visit to Tokyo on 23-25 February.

2. The following periods are available for bilaterals: 1500 1900 on 23 February (before the Ambassador's dinner for the Secretary of State); 1500 1730 on 24 February; and 1500 - 1900 on 25 February, ie a total of around 10%1⁄2 hours, less whatever time is needed for meetings with Mr Takeshita and Mr Uno. Secretary of State might also want to keep open the possibility of holding bilaterals on the evening of 24 February in case that proves to be the only time available for some of our targets. Otherwise, he could attend the Ambassador's dinner for the Duke of Edinburgh.
3. It is difficult to know precisely how many bilaterals it will be possible to fit into the free time. The Secretary of State will have to call on some of those on our list, which will take time, not least travelling around Tokyo; others will be able to meet the Secretary of State at the British Embassy.
