LORD MAYOR'S EASTER BANQUET: 5 APRIL
1. The Secretary of State would like to devote his speech at the Lord Mayor's Easter Banquet to the theme of "Order and Disorder in International Relations". There is a complication in that
Mr Gorbachev arrives the same evening and the Secretary of State may have to ask a colleague to take his place if he is likely to be at the airport. This will probably not, however, affect the chosen theme.
2. Ideas for substance so far under consideration include:
Sources of disorder: civil conflict, famine, ethnic/economic/demographic factors, non-representative Governments etc.
Effective alternatives to military means of
restoring/fortifying order: stable, democratic political institutions; balanced and equitable economic growth; education and training.
How these alternatives might be applied in practice in problem areas like Sudan, Lebanon, Mozambique etc.
The responsibility of the international community to assist in the search for solutions, and mechanisms through which it can work: bilateral diplomacy, UN, regional organisations (eg Arab league in Lebanon) and regional powers (India in Sri Lanka/Maldives?)
The role of aid: shift of emphasis away from capital/prestige projects to smaller-scale development, strengthening human resources, programme support.
Emerging global problems and their long-term implications: environment, AIDS etc.
UK activities/initiatives.
