5. A revised draft of the Basic Law is shortly to be considered by

the Standing Committee of the Chinese National People's Congress

before it is published for a second round of consultation in Hong

Kong. Many amendments have been made to the first draft which go a

long way towards meeting many of the concerns expressed in Hong Kong

about the first draft, (eg. on human rights provisions,

interpretation of the Basic Law and the Central/SAR relationship).

However, there remains considerable disagreement over the provisions

on the future political structure. We have so far refrained from

commenting publicly on this aspect other than to express the hope that a consensus will emerge.

Nationality and Immigration matters

6. Dr Leong has told us that he might wish to raise nationality

issues, but without indicating which particular aspect most concerns

him. The brief contains the key point to make on each current

aspect.

Medical Services in Hong Kong

7. Government doctors are currently in negtiations with the Hong Kong Government concerning their conditions of service. They think substantial improvements are necessary. Given Dr Leong's status as representative of the Medical Functional Constituency in LegCo he

may wish to raise these and other matters concerning the standard of medical services in Hong Kong.
