Secretary of State's Breakfast Meeting with Lord Carrington

The Secretary of State was grateful for the brief you provided for his breakfast with Lord Carrington today. Lord Carrington had indeed had a conversation with the Prime Minister which touched on the question of passports for Hong Kong citizens. It had been a rather casual exchange. Lord Carrington had expressed some general sympathy for the idea of giving passports to civil servants and talented people from Hong Kong. The Secretary of State took him through our arguments, with which he sympathised. The Secretary of State would like to send him a background on the matter. I imagine that a copy of whatever we send to Mr David Howell on the same question would be appropriate.

Generally speaking Lord Carrington seems supportive

of our policy towards Hong Kong.
