Hong Kong: Lord Young

The Secretary of State had a word with Lord Young coming back on the plane from Paris yesterday about the handling of Hong Kong issues. It emerged from this discussion that Lord Young's main concerns are:

(i)

(ii)

(iii)

British trade with Hong Kong;

land for our Consulate-General after independence;

passports.

We are already familiar with Lord Young's concerns on (i) and (ii). He made clear that he was only talking about a Trade Commissioner to handle British trade with Hong Kong at the London end. He also acknowledged the difficulties of securing a privileged site for our Consulate-General post-

1997.

On passports, Lord Young made clear that he has come under pressure from Algy Cluff and others he meets at Davos. There are a small number of people, such as Li Ka Shing, who feel themselves at a disadvantage compared with those like Y K Pao who already have a British passport. The Secretary of State explained the position to him and urged him to consult him and the Home Secretary before launching further minutes.

Lord Young said he would come to see the Secretary of State to discuss these issues. We shall try to arrange an early meeting.
