EMIGRATION FROM HONG KONG
The rate of emigration from Hong Kong is obviously a matter of concern. That is one reason why we are looking urgently at our own
nationality and immigration policy.
The aim must be to find some way of providing people with
reassurance
so that they will feel able to remain in Hong Kong.
