THE PUS'S LUNCH WITH LORD FANSHAWE: 22 JUNE
40
1. In your minute of 16 June to Mr Colvin, SEAD, you asked for off-the-peg briefing on Hong Kong for the PUS's lunch with Lord
Fanshawe. The most useful general statement of our policy on all
current Hong Kong issues is Lord Glenarthur's winding up speech for
a debate on Hong Kong in the House of Lords this afternoon. (Lord
Fanshawe is down to speak).
2. I therefore submit a copy of the speech, together with:
A.
B.
C.
D.
Defensive modules on nationality (Lord Fanshawe's major
interest);
Text of Secretary of State's statement to Commons on 6
June;
PS/Lord Glenarthur's minute of 13 March 1989 noting the
line Lord Fanshawe was to take in a short debate in the
Lords on 14 March; and
Mr Hum's minute of 16 January 1989 noting Lord Fanshawe's
concerns about the granting of citizenship to civil
servants.
