1. In your minute of 16 June to Mr Colvin, SEAD, you asked for off-the-peg briefing on Hong Kong for the PUS's lunch with Lord

Fanshawe. The most useful general statement of our policy on all

current Hong Kong issues is Lord Glenarthur's winding up speech for

a debate on Hong Kong in the House of Lords this afternoon. (Lord

Fanshawe is down to speak).
