Lord Glenarthur was grateful to see a copy of the PUS's minute to you of 22 June about his discussion with Lord Fanshawe.

2. Lord Glenarthur thinks that the PUS handled Lord Fanshawe very well on this question. He shares the PUS's view that it is too early to go any further with this yet, for example by seeking out Mr Keswick. We should first allow Mr Heap to establish himself more firmly (which, in Lord Glenarthur's view, he is already doing rather effectively).
