this so that all three Governments concerned will hopefully take notice and do
something about it. Because one thing is sure, we can't go on as at present.
We need much more than just the present cosmetic changes in the Basic Law. We
need to see real changes of attitude of mind by all concerned. What our
people need is reassurance, reassurance from Beijing that Tibet cannot happen
in Hong Kong after 1997. And reassurance from London that if something goes
wrong here after 1997 they will have somewhere to go and will not become boat
people refugees. And we also need to see a real effort being made by Beijing
and the ICAC to control corruption in money and in privilege both here and in
