call on an FCO Minister.

I recommend that Mr Maude invites Mr Yaxley to call on him soon.

3. Mr Yaxley took over as Hong Kong Commissioner in June. A
biographical note on Mr Yaxley is attached
4. It is customary for the Hong Kong Commissioner to call on an FCO
Minister soon after arrival. Mr Yaxley did not have an opportunity to do so before the Ministerial changes.
5. It would be a nice gesture if Mr Maude could take the initiative
in inviting Mr Yaxley to call.
