Lord Trefgarne said that the political issues facing the colony were the responsibility of the FCO, but were of inextricably linked with trade issues. This was clearly demonstrated in the drafting of the Basic Law, which would have implications for trade and commerce.

Mr Barrow said that the events in China in June had complicated the Airport Project. However the Hong Kong Government had decided to continue with the project and this would be formally announced by the Governor on October 11 in his annual speech to the legislature. Up to £2 million OPF support had already been agreed for the project and the British Group were looking to bid for £0.5 billion out of total project costs of £2.3 billion. It was, therefore, important to put together the correct commercial package to win this part of the project. He also stressed the importance of the establishment of a British Building in Hong Kong, progress of which had been delayed. Mr Adams said that this would perform not only administrative functions but also act as a centre to encourage British investment in Hong Kong.

Lord Trefgarne said that he would like to see the maximum British involvement in the Airport Project. He also attached great importance to the British Building as a demonstration of British commitment to the colony. He said he would discuss this further with officials in due course.
