Thank you for your letter of 29 August about Martin Barrow's visit, which was waiting for me on my return from leave.

The visit went well. The meeting with Mr Maude took place over an informal lunch in his constituency. There was no record. I enclose records of the meetings with Lord Trefgarne and Mr Luce. Martin Barrow also called on me (twice) and on Robin McLaren. We discussed the whole waterfront, and in particular how to rebuild confidence in Hong Kong. I described what the Government was doing on this front, including (in general terms) the present state of play on the nationality package. On nationality, Barrows' key point was that Hong Kong had been unrealistic in pressing for right of abode for all and that a more reasonable approach was necessary. I encouraged him to promote that idea as much as he could.
