Hong Kong Civil Service obviously has crucial role to play in

maintaining efficient administration and ensuring smooth transfer of

Government.

Have already made clear that our proposed nationality package will make provision for people in the public sector.

23. What will be done for the private sector?

People with entrepreneurial, managerial and professional skills

essential for Hong Kong's continued success. At same time, these

are the people whose talents are most in demand elsewhere and who

are emigrating.

Our proposed nationality package will make provision for

precisely the sort of people whose loss to Hong Kong through emigration is of particular concern.

24. What will be done for those in sensitive posts?

Home Secretary already has discretion in certain cases to grant

certain rights of admission to Crown Servants.

Moves by South East Asian countries to attract Hong Kong

emigrants

Hong Kong people are obviously free to leave Hong Kong if they

wish.
