PUBLIC OFFICERS AGREEMENT?
In Hong Kong's circumstances it may prove preferable to provide
for members of HMOCS other than by means of a public officers
agreement.
WILL THERE BE A GENERAL COMPENSATION SCHEME FOR HONG KONG MEMBERS OF
HMOCS?
Ministers have stated in Parliament HMG fully recognise the
particular concerns of HMOCS officers in Hong Kong and will continue
to keep their interests in mind now and in the future.
Particular considerations apply in Hong Kong: guarantees under
Joint Declaration that expatriates may continue to serve after 1997.
Also need to bear in mind need to ensure, so far as possible, that
any scheme should encourage people to continue to serve after 1997.
Aware of calls for early announcement of the terms of a General
Compensation Scheme. These are all complicated matters which will
have to be very carefully assessed. We are examining all aspects,
but have not yet come to a conclusion on timing or contents of any
scheme.
