MR MAUDE'S VISIT TO HONG KONG, 17-19 SEPTEMBER 1989
BRIEF NO 6 : CHECKLIST OF POINTS TO MAKE TO PRESSURE GROUPS
Constitutional Development
Democratisation programme under review.
Wishes of Hong Kong people and continuity after 1997 still our
guiding principles.
Importance of real consensus : latest OMELCO proposals
significant step forward.
But position now complicated by bicameral and BLCC proposals.
Your views on implication?
When clear consensus emerges, we will certainly want to respond to Hong Kong people's wishes.
Nationality
Right of abode for all unrealistic.
But doing all we can within limits of what is practicable.
Working on arrangements which would provide assurance of right of
abode to people in public and private sector.
Will be based on value of service to Hong Kong as well as
connections to UK.
Much detailed work still needs to be done.
Delay in announcement does not mean we are any less committed.
HMG meanwhile taking active role in mobilising international
support.
