18. Mr Maude will have an opportunity to meet local businessmen,
bankers and industrialists at the lunch hosted by the Chief
Secretary. He will wish to draw in particular on the
economic/commercial background briefs.
19. The afternoon programme consists of two rounds of meetings
with pressure groups. A note on each of the groups and their main preoccupations is attached, together with a checklist of points to make (Brief No 6). The groups are likely to focus on the democracy issue, as well as nationality. But the meetings will also be an opportunity for Mr Maude to get across some positive points about what HMG is doing to safeguard Hong Kong's future.
20. The last item on 18 September is the meeeting with Omelco (Brief No 7) followed by dinner. It will be one of the most
important and testing parts of the programme. The usual format for the meeting, which will be chaired by Dame Lydia Dunn, is that after a brief opening statement by the Minister, Omelco members will give
in turn their views on various issues to which the Minister will be
expected to respond. The meetings are invariably thoroughly prepared and well structured. The dinner, by contrast, is a more
relaxed affair.

After the breakfast with Martin Spurrier and friends, comes the meeting with the Executive Council (Brief No 8). This is an important element in the programme. Mr Maude will be expected to make an opening statement, after which individual Exco Members will
give brief presentations. It is most desirable that Mr Maude should give the impression of taking Exco into his confidence, as far as is possible. As the Governor's closest advisers, Exco Members will want Mr Maude to demonstrate both a respect for their views and a
