MR MAUDE'S VISIT TO HONG KONG
1.
I think you were planning to set in hand various bits of follow-up action from Mr Maude's visit. I have listed below a few issues which Mr Maude mentioned to me in the course of the trip:
inward investment from Hong Kong. The businessmen at Martin Spurrier's breakfast were surprised that HMG had, in effect, a self-denying ordinance not to promote investment into the UK from Hong Kong. They did not think that this activity would show a lack of confidence in Hong Kong. Maude would like to look at this again;
Mr
- a number of businessmen mentioned the possible use of the Land Stabalisation Fund to finance infrastructure projects. The Chief Secretary said he was against this at the officials briefing. Mr Maude would like a note on the Fund and advice on what it could or could not be used for;
-
putting aside the question of a Consultate-General in the long term, Mr Maude wondered whether there was any merit in the short term in all the different British agencies in Hong Kong operating from under the same roof (ie by renting a premise jointly). Is this a runner?;

Mr Maude undertook to follow-up Gladys Li's concern about how a Bill of Rights might be internationally guaranteed.
