III : REPRESENTATIVE GOVERNMENT
PACE OF DEMOCRATISATION IN HONG KONG?

A matter of intense debate in Hong Kong. This is a healthy
phenomenon and we welcome it. Hope that a broad Hong Kong
consensus can emerge from this debate.
Will want to reflect wishes of community as a whole in taking
decisions on further developments in 1991 and beyond.
Will also want to ensure that the system we establish before 1997
is capable of further development after transfer of sovereignty.
WILL HMG ENDORSE THE OMELCO MODEL?
The OMELCO agreement is a significant development which has
helped to stimulate the debate in Hong Kong. One of several models
under discussion. Would be wrong to prejudge the outcome.
FULL DIRECT ELECTIONS SHOULD BE INTRODUCED BEFORE 1997 (FAC
RECOMMENDATION)
Have taken careful note of this recommendation. But the Foreign
Affairs Committee also recommend that it is for the people of Hong Kong to decide their system of Government. That is the purpose of
the current debate in the territory.
WILL HMG INCREASE THE NUMBER OF DIRECTLY ELECTED SEATS IN 1991?
Have already made it clear that we will be reconsidering plans
for 1991, taking account of Hong Kong opinion.

appointed members; question of further increase in number of members
elected by functional constituencies; number of directly elected
seats.
