HUMAN RIGHTS PROVISIONS IN BASIC LAW
Second draft of the Basic Law was an improvement upon the first
draft. But there are still some shortcomings. Hope that drafters
will take another look at this section.
Certain rights are individually identified in draft Basic law but
not necessarily in same way as those provided by Covenenants. And
provisions generally apply only to Hong Kong residents rather than
to all people present in Hong Kong.
