PATRICK WINGM
Secretary of State's Overseas Travel
I have had a preliminary discussion with the Secretary of State about overseas travel. I have told him that
Mr Major's plans were:
a visit to Hong Kong in January, possibly combined with a visit to India;
very tentative plan to
a/visit to Namibia for the independence celebration, possibly combined with a stopover in South Africa and visits to Front Line States;
a visit to the Soviet Union in the spring/early summer of next year;
a visit to Hungary and Poland, though no dates had been identified.
In addition to the existing multilateral engagements, which he will retain, Mr Hurd would like to pay an early visit to Paris for discussions with M. Dumas. We are also trying to retain the visit to The Hague, which was scheduled for
9 November. The Secretary of State also thinks he should make a fairly early visit to Washington.
I am in touch with ECD (I) about the timing of a visit to Paris. I think the Secretary of State would welcome advice about the timing of a visit to Washington (which should presumably come after the Prime Minister's visit). The Secretary of State would also be grateful for advice on his travel programme for next year, if anybody wishes to add to, or subtract from, the above list.
