POSTPONEMENT OF VISIT TO THE GDR
1. As requested I submit a draft telegram with a message to the GDR Foreign Minister informing him that the Secretary of
State's visit will have to be postponed. It would be
helpful if Fischer could be informed before the Hong Kong
visit is publicly announced. East Berlin have been alerted.
2.
There is a case for a signed original. I also attach
the necessary draft.
