We and Hong Kong Government are giving urgent consideration to
Bill of Rights enshrining fundamental rights and freedoms enjoyed
Hong Kong and giving clear effect to international covenants which
already apply to Hong Kong.

We are also taking a careful look at programme to advance and consolidate democracy in Hong Kong. Our concern has always been to
develop democracy in line with wishes of community as a whole and to
ensure what is achieved is firm and durable. It is inevitable that
recent events in China have caused Hong Kong people to think deeply
about questions of democracy. Have the impression that views are still in state of flux. Will wish to reflect Hong Kong opinion when it has crystallised. But an instant response would provide no
instant solutions. Nor can democracy by itself provide an answer
all Hong Kong's doubts and concerns.

We are also determined to maintain effective British
administration up to 1997. Have every confidence in Governor and
his dedicated officials.

Hong Kong has been through periods of crisis and uncertainty
before. But it has always kept its nerve and emerged stronger and
more successful. It can do so again.

Have been encouraged by recent expressions of determination of
Hong Kong people to rise above recent setbacks and by your powerful commitment to the territory. Not difficult to understand why you
should feel so attached to this exciting and vibrant place.

12. At same time, fully understand why you should want to prepare
for the worst and make provisions for your security and the security of your families. We are all haunted by visions of some future
cataclysmic event. But we are far, far from that. And we are doing
everthing in our power to ensure that such a vision forms no part in
Hong Kong's future.
