I and the British Government as a whole will take account of
the changed mood in Hong Kong in what we say and do over the coming
sonthe. I shall be going back to London with seven points
particularly in mind.
First, on the question of nationality, we intend to make an
early announcement of a scheme which will make som provision for
people in both the public and private sectors on the basis not
simply of connections with Britain but also of the value of their
service to Hong Kong. The objective of this scheme will be to give
people the confidence to remain in Bong Kong, not to encourage them
to leave.
Second, in Madrid last week I alerted our Burupean Community
partners to the problems which Hong Kong faces and the need for the
international community to rally round Hong Kong. Since my arrival
here I have also been in direct touch with the 6 others countries
that will bo represented at the Bconomic Summit in Paris next week.
We shall continue to work energetically to mobilise the support of
the international comunity on Hong Kongers' behalf over the months
and years ahead.
Third, action on a Bill of Rights is being pursued urgently.
