1. You asked my advice on an announcement tomorrow. I think this
would be a good idea. The sooner the better. I have slightly redrafted the statement so that it reads more punchily.
2. We ought to be able to tell our own correspondents at least,
for planning purposes, what dates we have in mind.
3. I assume that we would have to make the trip by commercial
means. The British correspondents will be very keen to come along and we will need to have the media presentation at the forefront of
our thinking. This is why we ought to do what we can to suggest that the Secretary of State will not simply talk to the Governor and
his immediate circle but exposes himself more widely to Hong Kong
public opinion.
