Lady Howe's programme.
I understand that Lady Wilson will be
telephoning Lady Howe in the course of the day to discuss her wishes
for the programme. Is there anything to be fed in before she does
so?

Points requiring further clarification are:
Visit to Vietnamese boat people camp: what exactly is envisaged,
other than simply a helicopter tour? Would the Secretary of State like physically to visit a camp? (This would be presentationally
better and would provide photo opportunities).
Press Conference: The Secretary of State will need adequate time
to prepare: we should ensure that Hong Kong take this on board.

The above reflects discussion with Mr Burns.

I have also spoken to Mr Heap about the visit/reception at the
British Trade Commission. He envisages a reception for about 150
people (including wives) who would consist of British businessmen and others involved with British companies and commercial/financial
interests in the territory. This would be held at the BTC, or in a
nearby hotel.
7. It is for consideration whether the Secretary of State should
seek an opportunity to meet the locally engaged staff at the Trade
Commission. He should be aware that they have petitioned us for
special consideration for right of abode/citizenship as part of the
"flexibility" that we are considering within the existing rules.
