1. A letter from Mr Patrick Paul (Conservatives Abroad) about Hong
Kong nationality matters, in which he seeks a meeting with the
Secretary of State during his forthcoming visit.
Recommendation

I recommend that the Secretary of State explains that a meeting
with Conservatives Abroad will not be possible on this occasion.

Background
3. Both the Secretary of State and Lord Glenarthur have made a
point of meeting Conservatives Abroad on previous visits to Hong
Kong. On this occasion, the programme is very busy and there are a
number of competing calls on the Secretary of State's time (see
separate submission). I am inclined to think that it might be
sensible to establish the fact that a meeting with Conservatives
Abroad is not an invariable rule on each ministerial visit.
