Thank you for the arguments set out in your minute of 9 November, which reached me on 10 November. However, I think
1.
I was able to contribute to ensuring that Hong Kong's places on both the Seminar and Visit were retained.
2. In the absence of instructions to the contrary, I spoke in support of Hong Kong's application in my general summary of FCO views on the selections. There were no dissenting voices when it came to specific selections.

I attach a copy of the record of the Parliamentary Seminar and Visit Sub-Committee which was held on Thursday, November.
