C: CONSTITUTIONAL DEVELOPMENT

Clear that Hong Kong opinion wants faster rate of development of

representative government than that envisaged in 1988 White Paper

and current draft Basic Law.

In considering plans for 1991 Legco elections, will want to

ensure that decisions reflect as accurately as possible wishes of

community. Still assessing this. Discussed with Governor during

his visit. Will of course give particular weight to views of

OMELCO.

Vital that relevant provision of Basic Law also reflect wishes

HK people, and are compatible with changes we make before 1997.

Key objective must be to ensure system of democratic government

is well established and can last through and beyond 1997.

OMELCO paper on Basic Law has been forwarded to Chinese by our

Embassy in Peking. Hope they will study it carefully. We have

played full part in ensuring that Chinese are fully aware of concerns of Hong Kong people about the draft, and of vital importance of achieving a Basic Law which commands confidence in

Hong Kong.
