VISIT OF HONG KONG CHAMBER OF COMMERCE
I have been approached by Mr Wiseman, MD of Rowland Public Affairs (a subsidiary of Saatchi & Saatchi) and an ex-member of the DTI, about the programme for the visit on 11 and 12 September of the Hong Kong Chamber of Commerce.
2. Mr Wiseman said that the Chamber has asked for a meeting with the DTI/BOTB and I agreed to set this up. I assume that the Chamber would wish to talk about the general economic and trading position of Hong Kong and of her relationship with Britain. This would give us a useful opportunity to learn their latest thinking and to explore how trade between us could be expanded. We could indeed draw to their attention the disappointing failure of British companies to win business in two recent contracts, the cable TV project and the computerised figure print system for the Hong Kong police. In both cases Mr Heap, the Senior British Trade Commissioner in Hong Kong, believes that the British bidder was either as good as or better than the winning firm. It would be useful to point out to the Hong Kong Chamber that this is not the best way to win friends in Britain at a critical time. It is also very
discouraging for British companies seeking to use Hong Kong as a launching pad for this region.

I recommend that you give lunch to the Hong Kong Chamber on 12 September. I understand that your diary is free and, if you agree, we might include Mr Meadway, myself, Mr Rogers and Mr Love or Mr Wilson. I have made a provisional booking at the Goring Hotel at 12.45 for 1.00. As you will see from Mr Wiseman's attached fax of 22 August the Hong Kong team would consist of:
