4. The delegation will be led by Dr Helmut Sohmen, Chairman of the
Chamber and son-in-law of Sir Y K Pao. Dr Sohmen is reported to have met the Prime Minister in Austria during her summer holiday. The delegation will also include Mr Vincent Lo, a property tycoon, Mr Martin Barrow, Deputy Chairman of Jardine Matheson and a member of LegCo, Mr David Humann, senior partner of Price Waterhouse, Mr J P Lee, Executive Director of the Hong Kong Chinese Bank Ltd and Brigadier Ian Christie, the Director of the Chamber.

Unfortunately both the Secretary of State and Mr Maude will be abroad on the dates in question. We have informally explored with Mr Wiseman of Rowland Public Affairs (a subsidiary of Saatchi and Saatchi), who is helping to arrange the programme, whether the delegation might be able to stay on until 13 September (when the
Secretary of State might have been available) but we understand that
they are all leaving on 12 September. Mr Wiseman suggested that if Ministers were not available, the delegation would welcome the opportunity to call on Mr McLaren.
