that this has not been a quiet year. Things are seldom

quiet in HK. Nor would we wish a quiet life even though

this year we would have wished for many things not to have

back. We are already looking into the next century at the

shape of our city to come.

One debate, just beginning, will give you

something of our mood. Having decided to build the airport,

we must now decide on whether it should be linked to the

city by hidden tunnel or more visible bridge. If we go for

the latter it would rival the Golden Gate. Mr. Chairman,

the scale on which we are building for the future.
