worried about the effects on our important economic
relations with China. The good news for us is that trade
across the border with Guangdong Province has continued
almost unaffected. The Chinese Government has repeated its
intention to continue with its open economic policies.
Hong Kong, which generates roughly one third of China's
foreign exchange, this is vitally important. Hong Kong
survives above all because it is useful to China. Our plans
for the future take as their starting point that this will
continue. I would like to give you some idea of the scale
of these plans.
The focal point of Hong Kong's economy is the
port. The speed with which southern China has developed is
staggering. We have to plan, not only for our own growth, but also for continuing growth across the border. We have
to plan for Hong Kong as the super port of the Pearl River
