1.

I submit a draft Private Secretary letter to Mr Powell about the Governor's call on the Prime Minister on 22 February. I have kept it very short as all the points which we want to draw to the Prime Minister's attention are contained in the briefing note which

will be enclosed with the letter.

2.

I have already submitted on the subject of Vietnamese boat people, recommending that you should write separately to Mr Powell seeking the Prime Minister's agreement that our decision to take a further 1,000 refugees from Hong Kong should be confirmed during the Governor's visit. If, as I hope, the Secretary of State is content with this course of action, the draft letter will need an appropriate reference, flagging up the fact that a further letter on the subject will follow.

3.

One subject which is not mentioned in the draft letter, and is mentioned only in passing in the briefing paper, is air services. As you know, the Prime Minister is particularly concerned about liberalisation of Hong Kong civil aviation policies. We will be providing Sir Percy Cradock with suitable material on this subject.
