The Secretary of State has seen your minute
of 1 February and agrees that it would be a good idea for the Governor to call on the Prime Minister. I have therefore written to Mr Powell. The Secretary of State has commented that the note we provide to the Prime Minister before the meeting will need to be extremely carefully considered. It is also for consideration whether we should send separate notes beforehand, for example on the progress made in the Basic Law.
