SEMINAR ON HONG KONG: 23 FEBRUARY 1989

1.

You recently asked how Sir David Wilson planned to conduct the seminar on Hong Kong, scheduled to be held at the DTI at 11.00 am Thursday 23 February.

2. The Governor proposes to start off with a talk to the participants lasting about 15 minutes, during which time he will give a general briefing on the economic and political situation in Hong Kong. The briefing will cover such areas as the implementation of the Joint Declaration, the drafting of the Basic Law, the increasing economic interdependence of Hong Kong and Southern China and other recent developments in the Hong Kong economy. The Governor hopes that a more general discussion would then develop.

Alan Paul has conveyed the contents of this letter orally to John Cooke but I thought you might find this confirmatory letter useful.
