CALL ON PRIME MINISTER BY GOVERNOR OF HONG KONG:

1.
Following our discussion on 10 February, I have completely
revised the draft paper attached to my minute to you of 7 February,
to take account of Sir P Cradock's various suggestions. I submit
the revised draft.
2.
Annexes I and II (achievements of the JLG and improvements to
the Basic Law) are ready. Work on the new Annex III (Hong Kong
civil aviation matters) is now underway.
3.
The draft is now rather long and may need to be shortened (without, I hope, losing any of the essential elements in it). Alternatively, we may need to think about a way of getting across the main points in a more concise form perhaps in a covering
Private Secretary letter.
4.
Time is now rather short if we are to consult the Governor
and Sir P Cradock and clear with Ministers before sending over to
No 10. Ideally the paper should reach No 10 by this weekend. To be sure of meeting this deadline I would like to send the draft to the Governor tonight, for comments by Tuesday, 14 February; and submit a
final draft to Ministers on Wednesday, 15 February.
