Hong Kong's policy of screening and repatriation is the right one.

Much has been achieved in past 12 months. New policy in place;

talks with Vietnamese, in which we have taken lead; Will do all we

can to maintain impetus. There will be difficulties: many have

reservations about repatriation to Vietnam. But we will persevere.

Greatly impressed by all that Hong Kong has done to cope with

crisis of last 12 months.

Hope that programme to repatriate volunteers will begin soon. Must do all we can to encourage others to step forward. They must

realise that there is no option for them in the long run: their

future lies in Vietnam.

inmates out as soon as possible.

[Hei Ling Chau disturbances]. Hong Kong Government attach great importance to ensuring that boat people are properly treated. Acted

promptly to appoint enquiry. Understand Hong Kong Government are examining procedures as a result of enquiry: possible disciplinary

action still under consideration.

[Orderly Departure Programme]. No question of ODP being at

expense of resettlement of refugees from Hong Kong. ODP is

administrative arrangement: enables those who meet standard family

reunion criteria, and who are therefore entitled to enter the UK, to
