The Tien An Men Square incident on June 4 has indelibly shattered

the confidence of the great majority of Hong Kong's 5.6 million people in the future of Hong Kong after 1997.

Inevitable, an increasingly large number of long Kong people will

be emigrating to countries outside of Hong Kong.

The Hong Kong Government, OMELCO and various groups have embarked upon a compaign to seek for Hong Kong British passport holders the right of abode in Britain as 11 means of reducing the flow of emigration and retaining, key administrators, professional and technical talents, etc.

in the coming years. We support all such measures on their part.

At the same time,

because there will still be over 5 million

people living in Hong Kong by 1997, we believe that the Hong Kong

Government and the people must unite as nover before on a broad front Lo face up to the challenges and risks ahead.

Firstly, fighting for

the right of abode for Hong Kong's

British nationals will be a protracted issue and will require patience, perseveranco and greater support from the British people. Also, we cannot turn a blind eye to the worries of the rest of the population, most of whom will have to

remain in Hong Kong alter 1997, and for whom the need to rebuild confidence is all the greator. The proposal by the

Chairman of the Foreign Affairs Committee that should the need arise after 1997, Hong Kong people be

guaranteed the right of abode or resettlement by a consortium of countries, including Britain and other

EEC countries, the USA, Canada and Australia, should be pursued with all vigour.

Secondly, restoring investor confidence in Hong Kong's future as a Special Administrative Region is of paramount importance. The Hong Kong Government and private sector organization must redouble their efforts to encourage local and Overseas investors to be more committed to expand Hong Kong's economy, and strengthen her role to China.
