Thirdly, the enactment of a Hong Kong Bill of Rights will no doubt restore some of the confidence Hong Kong people have lost, but such in itself can only be but one of several confidence building factors. The pace of democratization will be another factor, and we believe that in the 1991 Legislative Council Elections, the number of directly elected seats should be about 40% of the legislature, that is one for each of the two Municipal Councils' constituencies and that a Speaker should be clected from among legislators to replace the Governor મક President of the Council.

of democratization must be stepped up to the maximum in the next 8 years without detriment to economic and social stability.
