The meeting seems likely to be the largest

anifestation of its kind in the UK, and to attract

road support among student and other bodies here. There

s a slight risk that some groups will seek to make use

f the meeting for other political ends, but the spread

f groups involved does not suggest this. And some form

f British Government representation would underline to

ublic opinion, both here and in Hong Kong, our attitude

o recent events in China. Conversely, a refusal by HMG

o be represented could be presented as demonstrating a

ack of concern or interest. These considerations are

hrown into sharper focus by the recent wave of

xecutions in China.

The Foreign Secretary and Lord Glenarthur are also

being invited to the memorial meeting.

The Foreign

ecretary has another engagement and Lord Glenarthur is

lso of course involved in Prime Minister Hawke's

eception. We are however seeing if it would be possible

or Lord Glenarthur to attend at least the opening of the

emorial meeting.
