1. I submit a draft reply from the Secretary of State to Mr Jackson-Lipkin's letter of 10 June about allegations that our Embassy in Peking did not do enough at the height of the crisis to
help Hong Kong people. Mr Jackson-Lipkin is have tea with the Secretary of State and Lady Howe on 10 July.
2.
The allegations to which Mr Jackson-Lipkin refers arose from a letter in the South China Morning Post on 17 June and have appeared elsewhere in the Hong Kong press. We have asked the Senior British Trade Commissioner in Hong Kong to seek to rebut these allegations in his contacts with the press and more generally.
