I suggest Soviet Department, EED, NENAD and SEAD might make contingency preparations for briefing on other points. Final requirements should be clear by the morning of 8 June. I should be grateful for advice from SEAD on whether the Secretary of State should be briefed to raise Vietnamese Boat People anyway. In the light of events over the weekend
a brief on China will probably be needed.
5. Briefs, headed as in this minute should reach the EPC
Unit, W 68 in final form (7 copies, 3 with points to make on blue) by the end of the day on Thursday 8 June. I should be grateful if contributions to the steering brief could reach me by 1300 on 8 June. Briefs touching on Community issues should be cleared with the appropriate Desk Officer in
ECD (E).
