that he has spoken sternly to the Chinese Chargé;

(b) that current high level visits are suspended (including the inward visit by the Chinese Minister of Justice) and repeat

(c)

what Buckingham Palace are saying that the royal visit in

November is under review;

that events are still unfolding in China and so snap decisions are not appropriate but that he will be making a statement in

Parliament tomorrow.

6. If the Secretary of State does not speak again this afternoon I think he will be hard pressed on this subject during his election campaign tour tomorrow and Wednesday. By contrast action, via the doorstepping with the media this afternoon after the Chinese call, will help register the Government's keen and immediate concern with what is going on on the basis of a real piece of diplomatic action.
