The Angola/Namibia agreements leave unsolved the continuing civil war in Angola. Although Mugabe expressed the view at his last meeting with the Prime Minister that this was a matter for the Angolans to settle themselves, Shamuyarira told the Foreign Secretary on 13 March that the Zimbabweans had sought to impress on the MPLA the relevance of their own experience. They had found it impossible to reach agreement with ZAPU until they had included Nkomo. The Prime Minister may wish to welcome Zimbabwe's efforts. She could say that we believe African states, especially Angola's fellow members of the Front Line States and some of her neighbours, carry most influence with her and may have a role as mediators. Although he has not modified his views, Mugabe has played down the sanctions question during the past year and he will not wish to make it an issue during the Prime Minister's visit. When Shamuyarira called on the Foreign Secretary on 13 March, he said the Zimbabweans hoped there would be no public debate about sanctions policy during the Prime Minister's visit. However, Mugabe may raise sanctions in the bilateral talks with the Prime Minister.
The Prime Minister may wish to give Mugabe an account of her-'conversation with Pik Botha on 15 March emphasising that she again pressed the need for bold steps, in particular the release of Mandela and the start of negotiations between all racial groups on South Africa's political future. The Prime Minister may also wish to say that she stressed the need for positive South African policies on Angola/ Namibia and Mozambique, and that we want to be in a position to influence the new generation of leaders who will take over in South Africa when PW Botha goes.
