Before lunch at Government House on 4 November,
Mr Satoh told me that he is being recalled to Tokyo to be one
of the Directors-General in the Foreign Ministry. He expects
this to be announced at the beginning of December and that he
will leave some time in January. He said that this news had
come as a shock to him. He had expected and hoped to remain
longer in Hong Kong. Although his new job would involve
