difficulties. However it is disappointing that no
progress was made by officials in October on the very important question of improving our bilateral air services. I hope that official talks will resume very soon, and will be brought to a successful conclusion.
You will recall that when I was in Japan in
September I spoke of the prospect of the 1990s as a
decade of unprecedented partnership and friendship
between the United Kingdom and Japan. I very much hope
that we can continue to work closely together to that
end.
